William Henry Bartlett was born in Ireland and moved to Paris to study under Gérôme at the École des Beaux-Arts in Paris. He exhibited at the Salon des Artistes Français and gained a medal at the 1889 Exposition Universelle; he was declared hors-concours and was made an Officier of the Légion d'Honneur. He exhibited at the Society of British Artists and at the Royal Academy from 1880.
In the Journal d'Art, from the years 1894-1897, many drawings, illustrations and landscapes are by William Henry Bartlett.
