Louis Benjamin Hughes Floutier was born on the 31st March 1882 in Toulouse where he attended a first five-year artistic training at the School of Fine Arts in Toulouse in the painting workshop of Mr. Laborde. He joined the Ecole Nationale Superieure des Beaux Arts in Paris in the studio of Mr. Cormon on November 3, 1903. he won the first prize at the Grand Prix of Rome.
He participated in the First World War, as a volunteer in the 13th Regiment of Artillery as a camouflager.
He moved to the Basque Country, and participated in 1919 in the founding of the Ciboure Pottery with Etienne Vilotte and Lukat.
From 1922 he focuses on Basque landscapes. He died in Saint Jean de Luz on October 26, 1936.
